What does the HSE measure?

The quality of the psychosocial work environment over the last six months, in the seven areas that HSE's Management Standards treat as the main sources of work-related stress: demands, control, manager support, peer support, relationships, role and change. It is built for organisational assessment: the staff average shows where the organisation meets each standard and where to act.

Scoring the HSE

  1. Each option scores 1 to 5 (never/strongly disagree = 1 … always/strongly agree = 5).
  2. Negatively worded items — all demands items (3, 6, 9, 12, 16, 18, 20, 22) and relationships items (5, 14, 21, 34) — are reverse-scored (6 minus the response), so in every area a higher score means better conditions.
  3. Each area score is the mean of its items: control 2, 10, 15, 19, 25, 30 · manager support 8, 23, 29, 33, 35 · peer support 7, 24, 27, 31 · role 1, 4, 11, 13, 17 · change 26, 28, 32 (plus demands and relationships above).
  4. In this template each option's stored value is its score (reversed items already reversed); seven hidden calculated fields build the area means and one names the lowest-scoring area, and the SPSS export codes every item with its score.
  5. HSE recommends keeping the wording, order and scoring unchanged; the organisation's result is the mean of all responses, not one person's answers.

Interpreting HSE scores

HSE sets no individual cut-off: each area mean runs from 1 (poor) to 5 (the standard is fully met) and is interpreted for the organisation. HSE's Analysis Tool compares the organisation's means with national reference data; Houdmont (2025) notes that the published reference data (Edwards & Webster, 2012) are dated and that tracking the organisation against itself over repeated surveys is safer.

HSE validity and reliability

  • Edwards et al. (2008) ran a confirmatory factor analysis on 26,382 employees from 39 UK organisations and found acceptable fit for the seven-factor structure of the 35 items.
  • According to Houdmont (2025), Cronbach's alpha for each area has been consistently above .70 across studies.
  • UK reference data for public-sector (59,636) and private-sector (7,589) workers were published by Edwards and Webster (2012).

Frequently asked questions about the HSE

How many items does the HSE Indicator Tool have?

Thirty-five items in seven areas: demands 8, control 6, manager support 5, peer support 4, relationships 4, role 5 and change 3; each area is scored as a mean between 1 and 5.

Which HSE items are reverse-scored?

The twelve negative items: all demands items (3, 6, 9, 12, 16, 18, 20, 22) and relationships items (5, 14, 21, 34). In this template they are already reversed.

Is a high HSE score good or bad?

Good. In every area, including demands, a higher score means better working conditions and fewer sources of stress.

What is the 25-item version?

Researchers built a short version by removing 10 items; it is not on HSE's website. This template is HSE's full 35-item tool.
